Is the “Cloud” a just Mainframe re-branded?

In a word yes. There is nothing new in idea of “cloud” computing it has all the same attributes as mainframe computer did in 1970s at least from the perspective of users.

So what does this mean for users.
Pros
1. Users have access to massive amounts of storage and capacity.
2. Project sizes (scale) can dynamically grow or shrink to accommodate the needs of its stake-holders
3. Users have far less technical concerns.
4. Paying for what is used. Is now becoming normal

Cons
1. Users have access to massive amounts of storage and capacity.

This is not a mistake. the pros are the cons.
1. Massive access to power may lead to pressure to come up with big ideas. Small ideas often lead to bigger outcomes.
2. More big data storage options can lead to big data messes.
3. User now know less than ever about where and how they data is being stored. Don’t assume the data is safe MAKE A LOCAL BACKUP.
4. Downside of this you can get a unexpected large bill. Pay as you go is great till your site gets picked on.

The cloud is rebranded mainframe computing do repeat the mistakes of 70 & 80.

Think global (cloud) for publishing but act locally (pc) for working and storage.
